View from the top: Government help for high technology: Congress can help America maintain its technological leadership by creating a climate for innovation

In his last State of the Union message, President Regan said: “This Administration is committed to keeping America the technological leader of the world now and into the 21st century.” To those of us who believe that technological leadership is our most valuable resource, those were welcome words indeed.
