Transfer of Fossil-fueled power-plant engineering and design technology

Fossil-fueled power-plant technology is mature but continually evolving. It was recently the subject of transfer from a U.S. Engineer/Architect firm to a joint venture in Taiwan. The transfer was a success is that the aims were attained within the time limits set. The original plan was flexible enough to tolerate changes warranted by experience. This paper treats the electrical group as typical and covers: the forming of the joint venture, the choice of donor's staff, the selection of local staff, methods by which the transfer was achieved, the development of supervisors, progress assessment of the program, the effect of the experience on the donors, and the ongoing exchange of ideas.
