A view of relevant EC programmes in BME field

In recent years, research and development have become key factors in political and economic life of Member States — The Community Framework Programme in the field of Technological Development and Research is both the basis and instrument of European research and technology policy. It sets aims and priorities and outlines the budget for research support over a period of five years, thus providing a clear structure for long term overall objectives — The first Framework Programme (1984–1987) was followed in september 1987 by the second framework programme (1987–1991) which was the decisive breakthrough to a comprehensive political strategy on technology. The basis for this was the Single European Act embodying, for the first time, the formulation of research and technological development policy (Title VI Articles 130f–130g) enjoying equal status with other key Community areas such as economic, social and competition policy. The aim was to strengthen the international competitiveness of European industry in high-technology sectors in the face of competition on global markets, above all from the USA and Japan. In april 1990 the council of Ministers adopted the third Framework Programme (1990–1994) with a budget of 5.7 BECU. The new Framework Programme covers three high priority areas, subdivised into six lines of action and 15 specific programmes. Together these form the basis for a large number of projects in which industry, universities and research centers from various countries cooperate. Furthermore, the Framework Programme's activities are backed up by initiatives such as the Europe-oriented education and training programmes and support for technology transfer (out of Framework Programme).
