Cost controlling for project: Drum, buffer and their quantifying

in the Multi-Nominal Logistic effect the investment sizes on bottlenecks and spatial buffer, the parameter m in the scale-free model decide the sizes of temporal buffer, which makes the project synchronize in world-scale.
