BSC-Based Indicators Public Projects Executive Performance Evaluation System Research

In view of the country enlarge investment to the public projects, it needs a complete set public projects evaluate performance indicators and evaluation methods to assess the implementation of public projects.This article put forward a set of new public projects executive performance evaluation indicators system, namely from three angles which are the key influence factor of project performance(Cost, time, quality), the life cycle of project(initial period, medium period, last period) and balanced score card. The article establishes the set of public projects executive performance evaluation indicators system which is practical and dynamic. The indicators system solve the existing targets deficiencies which it focus only after the evaluation of static and rarely performance evaluation on the project executive process, and carry on the comprehensive analysis to the public projects executive performance. This system has consummated the insufficiency of existing indicators system, and has provided the complete and effective basis for the director department to evaluate projects.
