A new SCADA System design in the Power System of Montenegro - ICCP/TASE.2 and Web-based real-time electricity demand metering extensions

Each EMS (energy management system) relies upon the SCADA system, which is characterized by a complexity of belonging HW & SW as well as the high costs. To preserve previous investments in a SCADA infrastructure, but to assure your SCADA/EMS system to "hold a step" with the innovations in this field, it's a good idea to build your system in a such manner to be open for future changes and upgrades. It can be achieved by using open development tools, capable to provide low-cost, long-lasting upgrades that can be performed from inside the Power Company. This paper describes a similar problem approach-the upgrade of an "old" SCADA system. Upgraded SCADA system comprises 19 new RTU's, ICCP data exchange with remote centers as well as the web-based real-time electricity demand metering, made for the first time within one Electricity Company in the South East Europe. A complete upgrade & integration of the existing SCADA software with the new SCADA features and advanced network technologies that are presented here were achieved thanks to the selected programming tools: MS Visual Basic, PHP (PHP: Hypertext Preprocessor) and MySQL.
