Transfer of control authority in a hierarchical energy management system structure

In a large power network controlled from different energy management systems (EMSs) organized in hierarchical levels, the security of the physical device control among the different levels is a key issue. The purpose of this paper is to describe IBERDROLA's approach to solve this problem, i.e. controlling the same physical device from different control centers without endangering the security of the system. The implementation is performed through a transfer of control authority philosophy fully integrated in the software of the affected control systems.<
