Design of MPEG-2 to H.264/AVC Downscaling Transcoder

In this paper, an MPEG-2 to H.264/AVC downscaling transcoder is presented, which supports 2:1 spatial resolution down-conversion. Both the architecture of the transcoder and two schemes are proposed. Several MV composition methods for B-frame are proposed as well. Experimental results show the efficiency of the transcoder.
