Regulations versus standards in approving telecom equipment

Summary form only given. The aim of spectrum management is to reduce interference, without preventing the penetration of new technologies. The article looks at type approving and station licensing; and ITU-R, CEPT, NTIA and FCC regulations. Organisations like IEEE and ETSI prepare standards by industry for industry. The article looks at European interaction; CEPT/ETSI is a good model. Most countries in the world (for sure Israel) should follow regional regulations and standards and should not invent their own regulations and standards.
