Comments on "Digital PCM Bit Synchronizer and Detector"

In the above paper, the linearized mean-square phase error resulting from a digital PLL has been related to the ratio of the power of the spectral line in the input at the VCO frequency and the value of the noise spectrum at the same frequency. We show that this is fundamentally incorrect.
