A Discrepancy between Ground-Based and Airborne Radar Backscatter Measurements

A difference is observed between the radar backscatter data of the sea obtained with airborne and ground-based systems. Seen the consistency within the respective measurements this difference is most probably a systematic one and independent of the measuring system.
