Summary:This paper examines the traditional requirements analysis
determination model and discusses some of its shortcomings. General
principles of systems analysis are discussed and an alternate method of
identifying and describing functional user systems requirements is
described. The alternate method requires extensive user participation
with minimal input from data processing technicians in an approach that
enhances effectiveness of the process by focusing on the user's view of
his needs rather then the systems analyst interpretation of them
