Nurturing a high-performance work force: good idea, but how do we measure progress?

The US Air Force's Arnold Engineering Development Center (AFDC) has a strategic objective "to nurture a high-performance work force". A multi-criteria measurement system, the Center's Human Resource Index (CHRI), was developed to measure progress on this objective. This paper describes the index, its evaluation and refinement, and lessons learned after two years of use.
