Performance Metrics for Cognitive Electronic Warfare - Electronic Support Measures

The radiofrequency domain is shifting towards more cognitive systems, enabled by emerging technologies leveraging machine learning and artificial intelligence. Specifically, cognition is being inserted into electronic warfare systems, including electronic support measures. While this is a growing area of research and product development, the way in which we assess performance against such systems has not kept pace. This paper aims to pull performance evaluation against cognitive electronic support measure systems inline with the new capabilities that the cognition brings. A cognition performance metrics framework is laid out, borrowing from human cognition taxonomy. The main performance components discussed are: accuracy, timeliness, completeness, brevity, reliability, and efficiency.
