The multi-agency MOU on port security: a model for conflict resolution

Channels of corrmunication and coordination between rrarine law enforcement and defense agencies exhibit the sama potential for misunderstanding, disruption, and inefficiency that often exist between other multiple-interest marine entities. Specifically, the diverse military, law enforcement and conmercial interests in port security as represented by the U.S. Navy, Coast Guard, Maritime Administration and other agencies offer the opportunity for a fruitful analysis of a model of conflict resolution applicable across a wide spectrum of rrarine policy concerns. It is the object of this paper to demonstrate that the devolution of policy formulation and implementation to the local level where historical factors so allow is, in fact, the best national level policy for rrarine interest group conflict resolution.
