An open public E-procurement solution to tackle corruption in Iraq

This paper focuses on the problem of corruption in Iraqi procurement system and how using information technology to fight it. Open data innovation has considerable attention in the last years as a tool to improve transparency and accountability. Survey is conducted among Iraqi employees and contractors to create more knowledge about corruption issue. The paper suggests a new web based framework that allows to create a full work profile for contractors then can be used to qualify them in project implementation. In addition, it proposes an open data portal to publish all relevant tender data to make Iraqi procurement system to be more transparent.
