A case for proportional fair sharing

In this paper, we look at the lessons we have learnt from our work on end-to-end per-session reservation, and we present the case for proportional fair sharing as a method of general bandwidth allocation on the Internet. Finally, we also examine some of the related proposals for providing differentiated services.
