An extension of the tracking index concept to non-Kalman filter selection techniques

In this note, we determine several different ways of relating the tracking index of Kalata (1984) to a cost function optimization method of calculating the filter coefficients. The cost function method can be used to define a tracking index. Thus, we demonstrate the relationship between the two methods.
