Ailing mail services, coupled with decreasing computer costs and the practicality of linking computers to telecommunication systems, have made many postal administrations acutely aware that electronics can now move messages faster, cheaper, and more reliably than conventional mail. In the U.S. and Western Europe, postal agencies are developing electronic systems to transmit documents and data for business and other customers. "Electronics is nothing less, and nothing more, to the Postal Service than a new and dramatic way to move the mail." says William F. Bolger, the U.S. Postmaster General.
