In California, investor windmill farms have sprung up like legendary claim stakes during the gold rush. Like their predecessors, these power prospectors hope to strike it rich. They are selling their wind power to California utilities at profitable rates and are also getting tax benefits on their investments. The utilities benefit, too: they bear none of the equipment investment costs and none of the interconnection costs, and they acquire extra generating capability.
