Operating and Maintenance Costs for Use in the Econimic Comparison of Alternative Facilities

In making economic comparisons of alternative facilities, decisions are required as to what operating and maintenance cost items are to be included in the comparisons. This paper suggests a criterion for making these decisions and lists several cost items that should be considered. Three companion papers treat other related cost problems.
