Experimental investigation on MPEG-2 based video coding at 22 Mbps

In this paper, a video coding scheme at 22 Mbps is presented. It is based on the MPEG-2 standard and takes into consideration the specific conditions in China. The optimization of parameters are described and the result of a simulation experiment shows the high performance of this scheme.<
