Innovative Approaches to Improving Universal Global Access to Worldwide Telecommunications Network

It is a well known fact that telecommunications services are not equally available to everyone in the world. This disparity is often called the "Digital Divide," There has been plenty of talk and publications about this disparity, but little progress has been made. People underestimate the principle that services will be available in a market economy if they can be provided at a profit. The service providers in affluent regions thrive, simply because it's a profitable business. The paper defines a concept to transfer money from existing profitable operations to support sustained operations in less affluent areas to provide local interfaces. This is mainly done to stimulate profitable business for telecom operators in poor regions of the world. There is sufficient precedent for similar transfers, although not on an international basis, among domestic telecommunications operators in North America and elsewhere.
