Spectrum Planning in the U. S. Federal Government

This paper describes the spectrum-planning policy and the planning process for U. S. federal government telecommunications-electronics systems which, are, respectively, developed and conducted by the Office of Telecommunications Policy (OTP), within the frame-work of the international and national spectrum-allocation processes. The basic policy within th. e U. S. federal government concerning spectrum for, new or modified systems is: funds shall not be obligated until spectrum support can be assured. This policy is set forth in OTP Circular 11, and the procedures for its execution are contained in OTP's Manual of Regulations and Procedures for Frequency Management.
