New second order necessary condition for optimal control problems

In this paper we provide, for a general optimal control problem, a new definition of "Normality" and conjugate points. Using these definitions, we present new necessary conditions of second order that extend results known for the calculus of variations or for the case when the control set is considered to be the whole space.
