Distribution system automation is no longer just an attractive concept. For utilities facing the prospect of a more competitive deregulated environment, it has become a business necessity. Certain forms of distribution control systems were used by electric utilities as early as the 1960s. Both hardware and software have experienced massive improvements, and information technologies and architectures will now support greatly expanded distribution automation. Approaches to utility system management take advantage of the increased cost efficiencies possible with today's improved monitoring and control tools. Programmable meters, packet radios, digital relays, and programmable control devices, such as capacitor controllers, can combine with client-server architectures to create automated systems that are more reliable, and offer a far greater degree of control, even as they reduce operation and maintenance costs.
