India China hurdle computing obstacles (DP industry)

Computer scientists in developing nations such as India and mainland China face daunting challenges in keeping pace with their colleagues in more advanced countries. India's faulty infrastructure, which hobbles collaboration among scientists there, is discussed. The problems surrounding China's outdated equipment, which sometimes forces its researchers to construct paper machines to study computing problems, are described.
