Response to comments by M.J. Neatrour on Maxwell's equations

The authors point out that M.J. Neatrour's comments (ibid., vol.EMC-29, no.4, p.318-320) on their paper contained three fundamental errors. They address one of these, providing a clarifying theoretical development.<
