Framework for e-Government Information Systems Engineering: Describing the Organizational Layers

This paper deals with a Framework for e-Government Information Systems engineering (eGovIS). This Framework composed of four eGovIS levels: the ontology level, the informational level, the activity modeling level and the technical level. We use laws as main source of knowledge in order to analyze and to construct the eGovIS. The invariants concepts and business rules extracted from the laws are not enough to make the eGovIS completely operational. Consequently, the study of the organizational layers, which not described in the legal texts, is necessary. The aim of this paper is to describe the organizational aspects of eGovIS.
