A new fixed channel assignment (FCA) scheme, in which a user can be served by any of the nearest k base stations, has been considered and compared with the standard (k = 1) FCA scheme. A mixed scheme with two message types has also been considered. One message type can be served by any of the nearest three base stations but the other type can be served only by the nearest.
