Main problem of Siberia and Far East power supply is low density of population of large territories. Tomsk region is the large territory amounting to 316.9,000 km
²
. considerable part of the region has no centralized power supply, therefore diesel power stations (DPS) are main power sources for dozens of settlements. Fuel delivery for DPS is possible in definite season only: in summer by water transport, in winter by "winter communications". In this connection there is the shortage of heat and electric power. High deterioration of electric stations decreases the reliability of power supply and requires renewal of power equipment. To reduce charges for the fuel delivery for DPS, for reliability growth of power supply it is advisable to introduce new technologies based on the usage of natural amended resources including wind power installation (WPI)
