Analytical and organizational foundations for successful technology development and information exchange

Three postulates of technology development and information exchange (technology transfer) are proposed in order to achieve competitive returns on investments in R&D. (1) Any allocation of funds for R&D must also include a commitment for resources to disseminate the most critical and pertinent information in a rapid and systematic fashion. (2) Prior to any expenditure for R&D, an organization must identify and leverage the resources of government, universities, and professional and industrial societies-with the view that each is a strategic supplier. (3) The intellectual and technological results of R&D are long-term assets that must be managed collectively on a regular basis. The obstacles to implementing a successful program of technology development and information exchange are discussed.<
