Retrofitting or retrofilling PCB transformers

The US Environmental Protection Agency regulations restricting the use and disposal of PCB transformers and PCB-contaminated electrical equipment have led owners to focus on determining if it is better to replace the PCB fluid in the transformer, or replace the transformer.
