Summary:The primary goal of the paper was to elucidate the basic structure
of a freeway access control problem, captured realistically before the
application of any assumptions to improve tractability. Granted, it is
not reasonable to postpone these assumptions indefinitely; the fluid
approximations, for example, greatly improve the chances of realizing
good analytical solutions. Rather than take them for granted, however,
it is useful to investigate their consequences in the context of the
original problem. This is an important problem, and there are many other
aspects worth expanding upon that cannot fit within the confines of this
survey paper
